Visa Application Procedure for Those Who Seek Evacuation from Ukraine

Ukrainian citizens who reside in Ukraine or Poland may apply for evacuation visa with or without a guarantor at the Embassy of Japan in Poland.
In case you reside in other countries, please contact the Embassy, Consulate-General, Consular Office (the Diplomatic Missions abroad) of Japan that have jurisdiction over your resident country/region.

If you have a family member or acquaintances in Japan, you can apply for evacuation visa with a guarantor. The guarantor for the evacuation visa is the person who resides in Japan, has a regular job and a certain income in Japan, regardless of the citizenship. The guarantor needs to support housing and living expenses after evacuation to Japan.
 
Visa application documents are as follows.

1. Completed application form with a recent photo (size: 35x45mm) 
2. Valid international passport along with a copy of the first page containing personal information
3. Letter of Guarantee, which should be written by your relative or acquaintance who resides in Japan 
4. Certificate of residence (only for Japanese guarantor)
5. Copy of Japanese residence card (both sides)
6. Employment certificate in Japan
7. Japanese tax certificate/Income certificate
8. Guarantor’s bank statement
9. Guarantor’s ID (Passport, my number card, etc.)
10. The documents which prove the relationship between the applicant and the guarantor (for relatives, documents to prove kinship such as Birth certificate or Marriage certificate with English translation). For friends/acquaintances: photos, e-mails, letters, etc.

 
Please note
● Sometimes additional information will be required for the examination process, and sometimes you will be asked in the process to submit extra documents in addition to the documents indicated as the necessary documents.
● Please be aware that the application procedure for the evacuation visa requires a physical presence of an applicant.
● If you already know when you will be able to visit the Embassy to submit your documents, please make an appointment to visit us with the following information.
 Title: Evacuation Visa Appointment (your name)
(1) Name
(2) Your country of current residence
(2) Preferable date and time of your visit.

● Please note that the decision process in Japan will take at least several months. Please be informed that having an appointment doesn’t necessarily mean that you will get the evacuation visa and there is a possibility that decision will be negative.

​The appointment slots are very limited. Please note that you may have to wait for a couple of months to have an interview. 
If you wish to flee to Japan but do not have any family member nor acquaintance in
Japan, you can apply for evacuation visa without a guarantor. We kindly ask you to read the Explanation document about complementary protection and consider if your purpose of visit to Japan meets the criteria. After carefully reading the document, if you still prefer to evacuate to Japan, we will conduct an individual interview to determine that you are eligible to apply for the evacuation visa without a guarantor. Evacuation visa is a short-term visa (90 days), which allows you to apply for complementary protection and long-term resident status in Japan. To schedule an interview appointment, please contact us by email evacuation.visa@wr.mofa.go.jp. Once your interview is set, you will need to email the following documents at latest 5 days before the interview. In case your submission is late, your interview may be canceled.

1. A copy of valid international passport (photo page)
2. PESEL UKR (for adult who resides in Poland)
3. Interview card

 
Please submit the following documents with English translations on the day of the interview:

1. Valid international passport
2. One photo for a visa application (size: 35x45mm)
3. PESEL UKR (for adult who resides in Poland)
4. Documents regarding military service such as exemption certificate, or other documents that allow you to cross the Ukrainian border
5. Documents regarding your health condition, medical treatment (if you have health problems and will need a medical treatment)
6. Confirmation of employment
7. Other documents which you find relevant to present on the interview

Please note
● We do not require notarized documents or official translations.
● After the interview, we send your application documents to Japan, and your information will be second-round screened by Immigration Services Agency in Japan. The screening process in Japan may take at least several months.
